Outsider Bypasses TC Security

A man named Kier Weitzel Arcilla was able to pass through the Gate 3 of USC and entered the Robert Hoeppner Building last Jan. 15, 2015. The man in question was able to enter the university without presenting an ID by stating that he is an instructor.
Arcilla posed as a teacher for a laboratory class of BS Pharmacy students. In turn, the students thought that Arcilla was a substitute teacher, as he was wearing decent clothes and was bringing a laptop bag. He was already present when the students came in for their 7:30 a.m. class, insisting to the instructor of the class that he was teaching Trigonometry. The students reported the incident to the university authorities, who then notified the guards. Arcilla was brought to the security office in the Lawrence Bunzel Building without resistance and responded to the questions from security personnel. He even gave his mother’s contact number to the SO. Florante C. Poso Sr., the detachment commander in USC-TC of Perseus Security Agency. Poso then contacted Arcilla’s parent for the latter to be fetched. No charges were brought against Arcilla.
Arcilla, a 22-year-old resident of Talamban, Cebu City , is psychologically disoriented due to clinical depression. He claimed that he was “called by God to teach in the university”.
The day before the incident, a somewhat similar situation also happened in the Office of Population Survey. A former employee who had a nervous breakdown went inside the office to ask if he could still work in the university although he calmly left when he was escorted by the guards.
There are two different security agencies working for the University of San Carlos: Cebu Nino’s Security Agency who mans all three gates and Perseus Security Agency who is in-charge of the buildings inside the Talamban Campus. The Cebu Nino Security Agency’s contract will end on February 1, 2015 and Perseus will take over the gates. Mr. Poso, the Detachment Officer of the latter agency assured that they will be stricter not only with the students but also with the faculty, employees and other visitors to the campus.
